Health System Reform and National Medical Infrastructure Plan for Haiti
1. Vision Statement
“To build a modern, accessible, and equitable health system in Haiti that provides quality care
for every citizen and ensures specialized medical support for the National Police and Haitian Armed Forces.”
2. Current Situation and Challenges
Haiti’s healthcare system faces severe limitations. Doctors and nurses are underpaid, leading
to a national shortage of skilled professionals. Many hospitals lack essential medical
equipment, and several regions remain without adequate healthcare facilities. The absence of
dedicated hospitals for the Haitian National Police and Armed Forces weakens national
emergency response capabilities. Strengthening healthcare is essential for national security,
productivity, and resilience.
3. Core Objectives
4. Restructure the national health system for efficiency and accessibility. 2. Increase salaries
and benefits for doctors, nurses, and medical staff. 3. Build and equip new hospitals,
prioritizing National Police and Army facilities. 4. Modernize existing hospitals with digital
systems. 5. Establish a National Emergency Medical Service (SEMU) for rapid response.
5. Strategic Pillars of Reform
A. Health Workforce Empowerment – Improve compensation, training, and benefits for
healthcare workers. B. Infrastructure Expansion – Build 10 new regional hospitals, including
facilities for the police and army. C. Financing and Management Reform – Establish a
National Health Investment Fund (NHIF) with transparency. D. Military and Police Health
Integration – Create specialized hospitals for trauma and rehabilitation. E. Public Health and
Technology – Digitize health records and enhance epidemic monitoring.
6. Implementation rPlan
Phase 1 (0–12 months): Launch pilot projects, increase doctor pay, and begin construction of
police/army hospitals. Phase 2 (1–3 years): Build five new regional hospitals, implement
digital records, and train 5,000 medical personnel. Phase 3 (3–5 years): Complete ten
hospitals, establish full SEMU operation, and ensure universal access to care.
7. Estimated Budget Framework
(First 3 Years)
Hospital Construction
(10 total): $180 million
– Salary Increases for Health Workers: $45
million annually
– Equipment and Technology Upgrades: $30 million
– Training and Scholarships: $10 million
– National Emergency Medical Service: $25 million
– Administrative
Oversight and Monitoring: $5 million
Total (3-Year Estimate): ≈ $295 million\*\*
1. Partnerships and International Support
Key partners will include the World Health Organization (WHO), Pan American Health
Organization (PAHO), World Bank, International Medical Corps, Haitian Medical Diaspora
networks, and the Red Cross. Collaboration with private investors and philanthropic
institutions will also be encouraged.
2. Monitoring and Evaluation
Success will be measured by clear performance indicators such as:
– Doctor retention increased by 40%.
– 90% population coverage by hospitals and clinics.
– Full operation of police and army hospitals by Year 3.
– Annual publication of transparent health expenditure
reports.
1. Conclusion
Reforming Haiti’s health system is both a humanitarian and national security imperative. This
plan presents a realistic roadmap to strengthen medical infrastructure, reward health professionals, and provide specialized care for the nation’s defenders. A healthy population is the foundation of a strong and prosperous Haiti.
The Presidential Culture & Arts Platform for Haiti
By President Renald Sommervil
The story of Haiti is one of courage, beauty, and resilience. Though our nation has endured hardship and neglect, our people have never lost their rhythm, their creativity, or their spirit. The heart of Haiti beats through our music, our art, our dance, our faith, and our traditions. These are not mere expressions of culture, they are the soul of our identity and the foundation of our unity.
As leader and activist I believe that rebuilding Haiti begins not only with infrastructure and institutions, but with the revival of our culture and pride. Through art, education, and opportunity, we will restore the dignity of our people and inspire hope in every community. ‘Culture, Pride, and Hope’ is not only a platform it is a promise to renew the Haitian spirit, to invest in our youth, and to show the world the strength of our nation’s heart.
Let this plan mark a new chapter for Haiti one where culture leads the way toward unity, peace, and national development.
Culture, Pride, A New Vision for Haiti’s Cultural Renaissance
Haiti’s strength has always come from its people resilient, creative, and proud. For generations, our music, dance, and art have told the story of our freedom, our struggles, and our spirit. Yet, for too long, the creative heart of Haiti has been neglected. The “Culture, Pride, and Hope” platform presents a new vision: to rebuild Haiti from the inside out by restoring dignity, opportunity, and unity through culture.
Under this plan, culture will no longer be an afterthought it will be the foundation of our national renewal. The platform will promote music, dance, arts, and festivals as engines of education, community pride, and economic growth.
Message from Renald Sommervil
Haiti’s culture is our greatest inheritance. Through it, we can rebuild our confidence, our unity, and our nation. ‘Culture, Pride, and Hope’ is my commitment to every Haitian to honor our past, empower our present, and inspire our future.
you are the heartbeat of our nation, full of strength, courage, and potential. I have seen the determination in your eyes, even when the odds seem impossible. You play soccer on dusty fields, run barefoot through the streets, and dream of becoming champions. That spirit, the Haitian spirit, is the strength that will rebuild our country.
Sports are more than competition; they are education, unity, and health. Through sports, we learn teamwork, discipline, and respect, the same values that can guide Haiti toward peace and progress. My vision is simple: every child, boy or girl, rich or poor, should have the chance to play, train, and grow through sports.
The Sports, platform is my promise to give our youth the opportunity to rise, to build confidence, and to represent Haiti with pride on the world stage. Together, we will strengthen the body, uplift the mind, and unite the nation.
Sports, Health, and Hope, Public Summary Haiti’s young people are our greatest strength. In every neighborhood, from the mountains to the coast, children and teenagers dream of becoming athletes, leaders, and champions. Their energy, discipline, and passion represent the hope of our nation.
The Sports plan is a new vision for Haiti, one that uses sports as a path to education, unity, and national renewal. Through sports, we will build healthier bodies, stronger communities, and a more confident generation of Haitians ready to compete with pride on the world stage.
To the youth of Haiti: your strength, your discipline, and your dreams will rebuild our nation. Sports are not only games, they are lessons in leadership, teamwork, and courage. Sports is my promise to help you rise, to give you opportunity, and to make you proud to carry Haiti’s flag high.
Today, I speak to you not only as a public servant, but as a citizen of Haiti who believes deeply in our capacity to rise above chaos and rebuild a nation of law, safety, and dignity. Our people have endured immense suffering, violence, displacement, and fear, yet we remain resilient. The time has come to secure our homeland, protect our citizens, and restore the foundations of our society. This statement outlines our National Security and Stabilization Initiative, beginning with the airport and port systems, extending to streets, schools, and hospitals, and culminating in the full reform and accountability of our police and armed forces.
Phase 1: Restoring Control and Safe Access
Our first responsibility is to regain control of critical infrastructure, the arteries of national survival. Within the next 30 days, we will deploy vetted and trained police officers to secure the Toussaint Louverture International Airport, Cap-Haïtien Airport, and Port-au-Prince Seaport. We will establish perimeter security, 24-hour command posts, and controlled access checkpoints in partnership with international technical teams from the United Nations, CARICOM, and allied nations. Simultaneously, we will protect hospitals and schools within these operational zones, creating safe humanitarian corridors that guarantee medical access, emergency supplies, and the right to education even in crisis. This is not only a matter of logistics, it is a matter of life and dignity.
Phase 2: Professionalization and Transparency
From Day 31 to Day 60, our focus shifts to institutional integrity and transparency. Every staff
member at our airports and ports, from security personnel to customs officers, will undergo
background checks, biometric registration, and human-rights training. New scanning and monitoring systems will ensure that all cargo, including humanitarian supplies, is screened and recorded. We are establishing a Civilian Oversight Committee made up of community leaders, clergy, and business representatives to ensure transparency and accountability. Revenue systems at customs and ports will be digitalized to eliminate corruption and redirect national funds to public services. By the end of the second month, Haiti will stand with a modern, accountable security system that
serves the people, not private interests.
Phase 3: Building Resilience and Trust
In the final 30 days of this 90-day phase, our mission expands from control to confidence. We will inaugurate the Joint Airport and Port Security Task Force (JAST)integrating police, customs, and the armed forces under a single, transparent command structure. An Intelligence and Monitoring Center will track threats in real time, linking port, airport, and community data.Beyond our gates, we will begin implementing community policing, ensuring that every Haitian neighborhood feels protected and respected by its guardians. We will continue to fortify schools and hospitals as symbols of safety and hope, not targets of fear.
Police and Army Reform
True security demands trust in those who protect us. Therefore, we are embarking on a
comprehensive vetting and retraining program for both the National Police and the Armed Forces of Haiti. Officers will be judged not by loyalty to power, but by loyalty to law, discipline, and the people. The army’s role will be redefined to support logistics, border defense, and disaster response, not internal repression. A new Civilian Complaint and Oversight Board will ensure that abuses are investigated and punished. We will uphold human rights as the foundation of legitimate authority.
Governance, Partnerships, and Accountability
This initiative is guided by the principles of transparency, justice, and partnership. We are working with our regional and international allies to secure funding, training, and technical assistance. Our budget, estimated between US$33 million and US$40 million — will be managed with full public accountability, monthly reporting, and third-party auditing. We will publish key performance indicators to measure our progress: at least 20 humanitarian
flights processed safely per week; 70% of cargo scanned and cleared transparently; over 1,000
personnel vetted and biometrically registered; and a 50% reduction in corruption and violent
incidents within 90 days.
A Call to Unity and Action
This plan is not merely an administrative reform it is a national rebirth. Security is not the
privilege of the few; it is the right of every Haitian child, every worker, every family. We cannot wait
for others to save us. We must lead our own renewal, with courage, discipline, and unity.
To our partners, we ask for support. To our people, we promise protection. And to the world, we affirm: Haiti will rise again, secure, sovereign, and strong.
Public Statement: Stand for Respect and Freedom in Haiti
In Haiti, we believe in freedom, freedom to live, to speak, and to be ourselves. Every Haitian deserves to live with dignity and safety, no matter who they are or who they love.
Today, too many members of the LGBTQ community, gay, lesbian, bisexual, and transgender Haitians, face bullying, harassment, and even violence simply for being themselves. This is not right. No one should be attacked or humiliated for existing.
Haiti is a free nation, and true freedom means respecting others’ right to live their truth. Love, respect, and solidarity are the values that build a stronger, more united country.
Let us stand together against hate and discrimination. Let us say clearly: Everyone deserves respect. Everyone deserves peace. Everyone deserves freedom.
Stop the violence. Embrace humanity.
My fellow Haitians,
Every day, we walk through streets filled with trash and standing water. We see canals overflowing with waste. We see dead animals in the streets, and markets where food safety is ignored. When it rains, our roads become rivers. This is not the Haiti we deserve.
Our country is suffering from an environmental crisis, a crisis that threatens our health, our dignity, and our future.
Seventy-five percent of our trees are gone, cut down to make charcoal so families can cook. But this destruction of our forests has left our land exposed, to floods, to landslides, to droughts. Poverty forces us to destroy the environment, and environmental destruction deepens our poverty. This cycle must stop.
My vision is simple and strong: A cleaner, greener, safer Haiti, for all.
First, we will clean our communities. We will create a National Clean-Up and Waste Management Program that puts people to work collecting waste, cleaning canals, and recycling materials. Our markets will follow sanitation standards to protect the health of our people.
Second, we will protect and rebuild our forests. We will enforce laws against illegal tree cutting, and we will invest in reforestation. We will support families with alternatives to charcoal, cleaner, more affordable energy from solar, biogas, and sustainable fuels.
Third, we will rebuild our cities responsibly. We will repair drainage systems and roads so that heavy rain no longer floods our communities. We will make sure our cities grow in a way that protects both people and the planet.
My friends, this is not just about the environment. It is about our future, our jobs, our health, and our pride. Every Haitian deserves to live in a clean and safe environment.
Together, we can turn Haiti into a nation that values life, nature, and progress.
A clean Haiti is a strong Haiti.
Let’s rebuild it, one tree, one street, and one community at a time.
In our nation, every person has the right to believe — or not believe — in the way that speaks to their heart. My platform stands for freedom of religion, equality of respect, and protection from discrimination of any kind.
Freedom of Belief:
Every individual has the right to practice, change, or choose not to follow a religion without fear or pressure.
Equality Before the Law:
No one’s rights or opportunities should depend on their religion, background, or belief system. All faiths are treated equally under the law.
Mutual Respect and Unity:
Encourage dialogue and understanding between different religious and cultural communities. Diversity strengthens us, it doesn’t divide us.
Zero Tolerance for Hate or Discrimination:
Strengthen and enforce laws that protect people from religious hate crimes, workplace discrimination, or harassment based on faith.
Interfaith Council:
Create a national or local advisory group made up of representatives from different religions (and non-religious groups) to promote cooperation and advice on policy.
Education on Tolerance:
Implement school and community programs that teach about world religions and shared human values like compassion and respect.
Faith Safety Initiative:
Provide funding and resources for the security of religious centers, churches, mosques, temples, synagogues, and others, without favoritism.
Clear Anti-Discrimination Laws:
Strengthen protections for religious expression in workplaces, schools, and public institutions.
Inclusive Public Language:
Ensure that government communications use inclusive language that respects all belief systems.
Respect for every belief, unity for every Haitian.
As a Leader I will ensure that every Haitian, no matter their faith or belief, feels protected, respected, and free. Haiti was born from faith from the courage and spirit of our ancestors who stood together in the name of freedom. From the prayers in churches to the rhythms of Vodou ceremonies, our strength has always come from our belief in something greater than fear. I will defend the right of every Haitian to practice their religion, whether Christian, Vodouisant, Muslim, or any other faith, without discrimination or shame. Together, we will build a country where no one is judged by how they worship, but by how they treat others. We will strengthen laws that protect religious freedom, support education that teaches tolerance and understanding, and honor all traditions that shaped our nation’s soul. Our diversity is not our weakness, it is the light that guides us forward. Haiti’s future depends on unity, not division. And unity begins with respect — for every belief, every person, and every dream.
Haiti possesses extraordinary potential for cultural, historical, and natural tourism. However, to fully realize this potential, the country must prioritize security, infrastructure, and international perception. This document presents a comprehensive strategy to make Haiti a safe, attractive, and sustainable tourism destination, promoting economic growth and national pride.
To make Haiti the safest, most authentic, and welcoming tourism destination in the Caribbean by ensuring public safety, empowering communities, and promoting Haitian culture globally.
My fellow citizens, Haiti has always been a nation of resilience, courage, and unmatched cultural richness. To unlock our full potential, we must ensure that every visitor to our country experiences safety, respect, and the beauty of our heritage. Today, I present our national strategy: Tourism for Peace and Prosperity. Through this initiative, we will establish a dedicated Tourist Security Force, develop Safe Tourism Zones, rebuild our critical infrastructure, and provide employment and training for our youth. This program is not only about welcoming tourists; it is about reinforcing our sovereignty, creating sustainable jobs, and restoring pride in our nation. Together, we will reimagine Haiti as a safe, prosperous, and thriving destination for the world. Let us stand united. Let us stand strong. Let us Stand Up for Haiti.
