The time has come to secure our homeland, protect our citizens, and restore the foundations of our society. This statement outlines our National Security and Stabilization Initiative, beginning with the airport and port systems, extending to streets, schools, and hospitals, and culminating in the full reform and accountability of our police and armed forces.
Phase 1: Restoring Control and Safe Access
Our first responsibility is to regain control of critical infrastructure, the arteries of national survival. Within the next 30 days, we will deploy vetted and trained police officers to secure the Toussaint Louverture International Airport, Cap-Haïtien Airport, and Port-au-Prince Seaport. We will establish perimeter security, 24-hour command posts, and controlled access checkpoints in partnership with international technical teams from the United Nations, CARICOM, and allied nations. Simultaneously, we will protect hospitals and schools within these operational zones, creating safe humanitarian corridors that guarantee medical access, emergency supplies, and the right to education even in crisis. My fellow Haitians,

Every day, we walk through streets filled with trash and standing water. We see canals overflowing with waste. We see dead animals in the streets, and markets where food safety is ignored. When it rains, our roads become rivers. This is not the Haiti we deserve.

Our country is suffering from an environmental crisis, a crisis that threatens our health, our dignity, and our future.

Seventy-five percent of our trees are gone, cut down to make charcoal so families can cook. But this destruction of our forests has left our land exposed, to floods, to landslides, to droughts. Poverty forces us to destroy the environment, and environmental destruction deepens our poverty. This cycle must stop.

My vision is simple and strong: A cleaner, greener, safer Haiti, for all.

First, we will clean our communities. We will create a National Clean-Up and Waste Management Program that puts people to work collecting waste, cleaning canals, and recycling materials. Our markets will follow sanitation standards to protect the health of our people.

Second, we will protect and rebuild our forests. We will enforce laws against illegal tree cutting, and we will invest in reforestation. We will support families with alternatives to charcoal, cleaner, more affordable energy from solar, biogas, and sustainable fuels.

Third, we will rebuild our cities responsibly. We will repair drainage systems and roads so that heavy rain no longer floods our communities. We will make sure our cities grow in a way that protects both people and the planet.
